What Is KUBAKA?
KUBAKA — meaning "to build" in Kinyarwanda — is Rwanda's official digital platform for all building permitting services. Launched on 29 April 2025 by the Ministry of Infrastructure (MININFRA) with support from the Rwanda Information Society Authority (RISA), KUBAKA replaces the old BPMIS (Building Permit Management Information System) that had been in use since 2016.

Anyone who wants to construct, modify, or demolish a structure on land in Rwanda needs a permit. This includes:

Step-by-Step: How to Apply on KUBAKA (2026)
Create Your Account at kubaka.gov.rw
Visit kubaka.gov.rw and click Register. You will need:

Your role determines your access level: Landowner, Architect, or Engineer. As a landowner, you submit applications and track progress. Architects and engineers submit technical drawings and are assigned to projects by landowners.
